Maintains 49.50 full-time equivalent positions for the insurance commissioner's office.

Allocates specific amounts from state funds: $45,199 from bonding fund, $1,552,929 from fire and tornado fund, $28,690 from unsatisfied judgment fund, and $107,598 from petroleum release compensation fund for administrative expenses.

Updates the insurance commissioner's annual salary to $96,373 through June 30, 2014, and $99,698 thereafter.
