Appropriates $67,553,639 in special funds to the North Dakota Game and Fish Department for the biennium beginning July 1, 2013 through June 30, 2015, with funding sources including the game and fish fund, federal funds, and other income.

Increases full-time equivalent positions from 157.00 to 158.00 and provides salary and wage enhancements of $1,880,578 and operating expense increases of $432,235.

Allocates up to $400,000 in the grants, gifts, and donations line item for surface damage, easements, or reclamation on department-owned or managed properties resulting from mineral exploration and extraction activities.

Amends the composition of the North Dakota Outdoor Heritage Advisory Board to consist of 12 members: four from agriculture, two from energy industry, four from conservation community, one from business community, and one from recreation and parks.

Modifies the conservation community representation to include members from Ducks Unlimited of North Dakota, the North Dakota chapter of Pheasants Forever, and two at-large members from statewide conservation groups.
