Requires agencies to include in full rulemaking notices a statement identifying the bill number and general subject matter of any legislation enacted during the most recent legislative session being implemented by the proposed rule.

Mandates agencies mail or deliver by electronic mail copies of full notices and proposed rules to all legislative sponsors or cosponsors of the legislation being implemented.

Establishes abbreviated newspaper notice publication requirements with a minimum width of one column (approximately two inches) and minimum depth of approximately three to four inches in display-type format.

Requires at least twenty days to elapse between the date of notice publication and the date of the hearing.

Becomes effective for administrative rulemaking notices filed with the legislative council after July 31, 2013.
