Amends the health care data committee structure to consist of 3-5 members appointed by the state health council chairman, with a majority being consumer members.

Removes the requirement that the committee compile average aggregate charges by diagnosis for the 25 most common diagnoses and eliminates the mandate to prepare annual reports comparing hospitalization costs and long-term care facility charges.

Eliminates the requirement to prepare and distribute reports comparing physicians' average charges for selected services.

Repeals section 23-01.1-02.1 and chapter 23-01.1 of the North Dakota Century Code, with the repeal becoming effective August 1, 2015.

Maintains the committee's authority to collect, store, analyze, and provide health care data; establish uniform collection formats; and establish procedures for public availability of health care purchasing decision information.
