Amends North Dakota Century Code section 28-04-05 to modify venue rules for civil actions in district court.

Actions must be brought in the county where the defendant or one of the defendants resides at the time the action commences, or in an attached county if applicable for judicial purposes.

If no defendants reside in North Dakota, the action may be brought in the county where one of the plaintiffs resides or where the cause of action arose.

Court retains power to change the place of trial under sections 28-04-09 and 28-04-10.
