Removes the July 1, 2013 deadline for public safety answering points to be staffed continuously with at least one telecommunicator on duty at all times, making this requirement ongoing rather than deadline-specific.

Extends the deadline from July 1, 2013 to July 1, 2015 for public safety answering points to establish written policies and alternative dispatch locations that can operate independently within sixty minutes if the main facility becomes inoperative.

Extends the deadline from July 1, 2013 to July 1, 2015 for public safety answering points to maintain current mapping of service areas and develop the capability to use longitude and latitude coordinates to direct responders.

Requires the alternative location to have independent access to the main public safety answering point's land line database and mandates annual testing and documentation of the call transfer capability.
