Amends North Dakota Century Code section 4.1-14-01 to establish the forage certification process overseen by the agriculture commissioner.

Requires forage owners to request certification inspection to verify that weeds prohibited under North American weed/invasive species management association standards are not present and producing viable seeds.

Mandates the agriculture commissioner inspect forage acreage within ten days before harvest, confirm harvest completion, determine the number of bales requiring certification tags or department-approved twine, and verify proper storage conditions.

Authorizes the commissioner to issue dated certification tags or approve department-approved twine for bales meeting all certification conditions.

Declares the act an emergency measure.
