Creates definitions for "adjutant general coin" (coin or medallion bearing the adjutant general's organization insignia) and "disaster response coin" (coin or medallion commemorating response during state disaster or emergency)

Authorizes the adjutant general to present adjutant general coins to individuals who have distinguished themselves through exceptional service to the North Dakota National Guard or Department of Emergency Services

Authorizes the adjutant general to present disaster response coins to individuals who have distinguished themselves through exceptional service during times of disaster or emergency in the state

Amends service medal eligibility to add 30 and 40-year service periods for National Guard members and clarifies language to include "members" instead of "enlisted men"

Creates provision allowing North Dakota state flags to be presented upon retirement to National Guard members who complete 20 or more years of good military service
