Excludes employees who first retire after the bill's effective date from the medical and hospital benefits coverage group for non-Medicare retirees, establishing specific premium rates for remaining non-Medicare retirees at 150% of active member single plan rate for individual coverage and up to 2.5 times for family plans.

Expands the retiree health benefits fund to include prescription drug coverage, dental, vision, and long-term care benefits in addition to existing hospital and medical coverage for retired eligible employees and surviving spouses.

Establishes that eligible retirees receive a fixed monthly credit of $5 multiplied by years of credited service, with early retirement benefit recipients subject to 3-6% reductions depending on age at termination and retirement system type.

Allows eligible spouses to combine their individual credits and apply the combined amount toward required monthly premiums, with any excess credit forfeited.

Becomes effective July 1, 2015, contingent on implementation of state health care exchanges under the Affordable Care Act.
