Increases the maximum daily civil penalty for pipeline safety standard violations from $10,000 to $200,000 per day.

Raises the maximum penalty cap for any related series of violations from $500,000 to $2 million.

Maintains the Public Service Commission's authority to impose and compromise civil penalties for violations of pipeline safety rules or orders.

Requires the commission to consider factors including business size, violation nature and gravity, culpability history, ability to pay, and good faith compliance efforts when determining penalty amounts.

Allows penalties to be deducted from state payments owed to the violator or recovered through civil action in Burleigh County district court.
