Authorizes the North Dakota Supreme Court to declare a judicial emergency when an emergency or natural disaster substantially impairs normal court functioning or public access to the judicial system.

Requires the Supreme Court to provide notice of any judicial emergency declaration as specified by Supreme Court rule.

Permits emergency orders to suspend, toll, extend, or grant relief from deadlines, statutes of limitations, statutes of repose, and filing requirements in civil, criminal, administrative, and other legal proceedings.

Prohibits emergency orders from suspending or extending deadlines and filing requirements mandated by the United States Constitution or the North Dakota Constitution.

Passed unanimously in both chambers: House vote 94-0 and Senate vote 47-0.
