The state court administrator replaces a general appointed member and becomes the committee chairman, no longer requiring appointment by the chief justice.

Committee members serve three-year terms with a staggered initial schedule (one member for one year, two for two years, two for three years).

Members may serve a maximum of two consecutive three-year terms, except the state court administrator who has no term limit.

Committee composition consists of five members: two county representatives (by population size), the state court administrator as chairman, one state bar association representative, and one legislative management representative.

Committee requires a quorum of at least four members and members receive travel and expense reimbursement paid from the court facilities improvement and maintenance fund.
