Amends North Dakota Century Code section 23-01-05, subsection 12 to clarify the state health officer's authority to issue written orders relating to disease control measures necessary to prevent the spread of communicable disease.

Written orders issued by the state health officer have the same legal effect as a physician's standing medical order.

Disease control measures may include special immunization activities and decontamination measures.

Authorizes the state health officer to apply to district court for an injunction to cancel public events or close places of business where a communicable disease is present.

Court may issue an ex parte preliminary injunction upon application by the state health officer showing necessity, pending a full hearing.
