• Budget unit heads must submit requests for new full-time or part-time permanent positions with documentation justifying the need, describing circumstances, and identifying hours allocated to specific activities and anticipated outcomes (effective after July 31, 2013).

• Director of the budget must prepare budget data including detailed financial statements, revenue analysis, expenditure comparisons, and capital project information for the current and next biennium.

• Budget data must include a new item listing the number of permanent full-time and permanent part-time employee positions authorized for each budget unit for the previous, current, and next biennium (effective after July 31, 2013).

• North Dakota university system budget estimates must include separate block grants for base funding, initiative funding for specific strategies, and asset funding for physical plant renewal and replacement.

• If a budget unit fails to submit estimates by July 15 deadline, the director of budget may prepare estimates not to exceed 90 percent of the unit's previous biennial appropriation.
