Amends North Dakota Century Code to redefine "Class A" authorized emergency vehicles to include vehicles operated by directors and agents of the department of corrections and rehabilitation who have completed training.

Adds vehicles operated by the bureau of criminal investigation for law enforcement purposes to the list of Class A authorized emergency vehicles.

Permits firetruck, ambulance, and law enforcement vehicles to display a flashing blue light in addition to red or combination red and white lights under the same conditions as other allowed light colors.

Maintains requirement that emergency vehicle lights be visible under normal atmospheric conditions for at least 500 feet and accompanied by audible siren or airhorn signals when appropriate.
