Amends North Dakota Century Code section 50-31-01 to change "Definition" to "Definitions" and defines "opioid treatment program" as a program through which medication is dispensed in the treatment of opioid addiction.

Designates the division of mental health and substance abuse services of the Department of Human Services as the state opioid treatment authority.

Requires opioid treatment programs to obtain a state license from the Department of Human Services, certification from the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration, and registration from the U.S. Department of Justice Drug Enforcement Administration to operate in the state.

Requires the Department of Human Services to adopt rules governing opioid treatment program licensing and monitoring, including standards for license approval and maintenance, need assessment, patient eligibility, treatment standards with counseling and drug testing requirements, and measures to prevent diversion of treatment drugs to illegal use.

Requires each state-licensed opioid treatment program to submit prescription dispensing information for controlled substances electronically to the state's prescription drug monitoring program, unless exempted by federal law.
