Amends North Dakota Century Code section 15-62.2-01 to establish the North Dakota student financial assistance and scholars programs to provide grants and scholarships to eligible students.

Extends assistance to resident undergraduate students, North Dakota residents who graduated from bordering state high schools, disabled students attending out-of-state institutions due to lack of in-state services, and qualified scholarship recipients.

Requires students to demonstrate substantial financial need to receive grants, which must be paid directly to eligible institutions on behalf of students.

Designates the state board of higher education as administrator of both the financial assistance and scholars programs.

Mandates at least 23.5 percent of student financial assistance funds be allocated to students at private baccalaureate institutions, with remaining funds for public and American Indian institutions.
