Extends the timeline for making eligibility decisions on child care assistance applications from 15 days to 30 days whenever possible.

Allows eligibility to begin retroactively on the first day of the month prior to application if the applicant requests assistance for that month and demonstrates eligibility.

Requires applicants to provide information to establish eligibility including age, verification of relative relationship, citizenship or resident alien status, verification of participation in allowable activities, and financial eligibility.

Mandates that county agencies notify applicants of eligibility or ineligibility determinations.

Authorizes the Department of Human Services to establish rules for the program including income requirements, appeals procedures, case closure, sliding scale fees, and fraud and abuse standards.
