Creates a new exemption to North Dakota public records law for personal, financial, or health information contained in consumer assistance requests received by the Insurance Commissioner.

Defines protected information to include health conditions, income, expenses, financial transactions, assets, liabilities, insurance coverage details, contractual rights, and identification numbers provided by individuals requesting assistance.

Excludes the name of regulated entities that are subjects of complaints or inquiries from the exemption, allowing such entity names to remain public.
