Amends North Dakota Century Code sections 12-47-06 and 54-23.3-05 to shift appointment authority for prison wardens and division directors from multiple officials to the director of the department of corrections and rehabilitation.

Changes warden appointment authority from the director of adult services (with concurrence of the department director) to the director of the department of corrections and rehabilitation.

Removes the requirement for governor approval when the director appoints division directors of juvenile services, adult services, and other division personnel deemed necessary for department operations.

Eliminates the requirement that division directors' removal be approved by the governor; removal authority is now solely with the department director for misconduct, neglect of duty, incompetency, or other proper cause.

Passed the House 88-4 with 2 absent and passed the Senate 47-0 with no dissent.
