Amends North Dakota Century Code section 39-04.2-04 to modify the distribution of public transportation funds appropriated by the legislative assembly.

Each county receives a base amount equal to 0.4% of the total appropriation plus $1.50 per capita based on the latest federal census, with the director adjusting the per capita amount annually to distribute all biennial funds.

When multiple transportation providers operate in one county, the base amount is divided equally among providers and the per capita amount is distributed based on each provider's percentage of elderly and handicapped ridership.

Unexpended funds from a contract period may be redistributed by the director under established guidelines or used for transit coordination purposes.
