Amends North Dakota Century Code section 39-12-02 to allow highway patrol and local authorities to issue special written permits for operating oversize or overweight vehicles, mobile homes, or modular units.

Permits may designate specific routes and contain restrictions or conditions deemed necessary by the issuing body, and must be carried in the vehicle in printed or electronic format.

Requires permits to be available for inspection by any peace officer or highway patrol agent, unless prior approval from the highway patrol is obtained.

Makes it a violation of law for any person to violate the terms or conditions of an issued permit.

Authorizes highway patrol and local authorities to adopt rules governing the movement of oversize and overweight vehicles.
