Amends North Dakota Century Code section 39-05-20.2 to establish that vehicle owners must forward titles to the department within ten days if a vehicle is damaged in excess of 75 percent of its retail value as determined by the National Automobile Dealers Association official used car guide.

Excludes glass damage and hail damage from calculations when determining if a vehicle has been damaged in excess of 75 percent of retail value.

Requires a $5 fee and a certificate of inspection from an independent registered motor vehicle repair business to obtain a regular certificate of title for a reconstructed salvage vehicle.

Mandates that all subsequent certificates of title for previously salvaged vehicles display the words "previously salvaged" and a notation that damage disclosure information is available from the department.

Specifies that the business completing the inspection certificate cannot be the same business that reconstructed the vehicle and must verify the vehicle complies with chapter 39-21 requirements.
