Amends section 41-04.1-08 of the North Dakota Century Code to revise how funds transfers are governed in relation to the Electronic Fund Transfer Act of 1978 (15 U.S.C. 1693 et seq.)

Establishes that North Dakota's Uniform Commercial Code chapter on funds transfers does not apply to any funds transfer governed by the Electronic Fund Transfer Act, except for remittance transfers

Applies the North Dakota chapter to remittance transfers as defined in the Electronic Fund Transfer Act (15 U.S.C. 1693o-1), unless the remittance transfer qualifies as an electronic fund transfer under federal law (15 U.S.C. 1693a)

Provides that in any conflict between North Dakota law and the Electronic Fund Transfer Act, federal law governs to the extent of the inconsistency

Declares the act to be an emergency measure
