Creates chapter 46-03.1 of the North Dakota Century Code to enact the Uniform Electronic Legal Material Act, establishing standards for official electronic publication of legal materials including the state Constitution, Century Code, Session Laws, and Administrative Code.

Designates the North Dakota legislative council as the official publisher and requires authentication methods that allow users to verify electronically published legal materials have not been altered from the official record.

Establishes that authenticated electronic legal materials are presumed to be accurate copies, with the burden on parties contesting authentication to prove inaccuracy by preponderance of evidence.

Mandates official publishers preserve electronic legal materials with integrity safeguards, backup and disaster recovery, and ensure continuing usability and permanent public access to the materials.

Applies to all electronically designated official legal materials published after July 31, 2013, and directs publishers to consider national standards, user needs, and compatibility with other jurisdictions when implementing the requirements.
