Amends Section 12-63-09 to allow the board to grant a limited license to individuals who complete education, medical, psychological examination, criminal background investigation, and sidearm requirements before passing the written examination.

Limited licenses are restricted to the jurisdiction where the individual is employed and remain valid until completing the basic full-time peace officer training course and licensing examination.

Allows limited licenses to be renewed one time if the individual fails the licensing examination.

Amends Section 12-63-12 to clarify grounds for denying, refusing to renew, suspending, or revoking peace officer licenses, including convictions for felonies, domestic violence offenses, child abuse or neglect, firearms violations, and unjustified use of deadly force.

Reduces the appeal period for adverse licensing decisions from 90 days to 30 days and requires hearings to follow Chapter 28-32 procedures; repeals Section 12-63-08.
