Amends North Dakota Century Code section 20.1-13-10 to replace "person" and "persons" with "individual" throughout the statute for consistency in terminology.

Requires individuals manipulating water skis, surfboards, or similar devices to wear an approved life preserver, unless they are sixteen years or older and engaged in windsurfing or boardsailing.

Prohibits operating a vessel towing someone on water skis or similar devices between one hour after sunset and one hour before sunrise, and prohibits engaging in water skiing activities during those same hours.

Requires a second individual observer in the towing vessel or mandates installation of a rear-view mirror (at least 78 square inches) on non-personal watercraft, with exceptions for water ski show organizations during sanctioned events.

Violations constitute a class 2 noncriminal offense; exceptions apply to professional performers and individuals engaged in authorized activities under section 20.1-13-11.
