Adds a $100 fee for violations of section 39-21-44.1 (failure to securely cover loads of sand or gravel) to the moving violation fee schedule in section 39-06.1-06.

Revises section 39-21-44.1 to clarify that individuals (not vehicles) must ensure loads are constructed or loaded to prevent contents from dropping, sifting, leaking, or escaping.

Requires individuals to securely fasten any load and covering on a vehicle to prevent the covering or load from becoming loose, detached, or creating a hazard to other highway users.

Adds a specific prohibition that individuals may not operate a vehicle for hire with a load of sand or gravel without a secure cover that keeps the load within or on the vehicle.
