Amends subsection 12 of section 20.1-02-05 of the North Dakota Century Code regarding hunting license eligibility for military personnel.

Allows members of the United States armed forces stationed in North Dakota and their family members residing in their household to enter the lottery for deer and turkey licenses as residents, regardless of nonresident status.

Authorizes the director to issue resident deer hunting licenses to North Dakota residents who are members of the armed forces stationed outside the state, provided they show proof of North Dakota residence and pay appropriate licensing fees.

Deer licenses issued to armed forces members must be issued without being subject to the deer hunting lottery.

Declares the Act to be an emergency measure.
