Changes the charter submission timeline from "at least sixty days, but no more than two years" to clarify the board of county commissioners shall submit the proposed charter to voters at a special election or at a primary or general election.

Allows the board of county commissioners to call a special election to resubmit a charter to voters at least sixty days after the call, and permits the board to amend the proposed charter prior to resubmission.

Modifies the effective date of a ratified home rule charter to become law on the date specified in the charter or sixty days after the election, whichever is later, instead of the first day of January or July following the election.

Applies the same effective date provision to multicounty home rule charters, allowing them to become organic law on a date specified in the charter or sixty days after the election, whichever is later.

Preserves existing protections preventing home rule charters from diminishing township authority without consent or superseding state laws applicable to cities without city governing body consent.
