Amends North Dakota Century Code section 24-05-04 regarding county road machinery contracts and rental agreements.

Requires any purchase of county road machinery or rental/lease agreement exceeding $50,000 to be advertised according to county supply procurement laws.

Limits rental contracts to a maximum of 12 months and restricts rental rates to no more than 20 percent per year of the equipment's cash sale price.

Requires the cash sale price of road machinery to be clearly stated in all rental contracts; failure to include this renders the contract void and payments are recoverable from the county commissioners.

Permits lease-purchase agreements with annual payments not exceeding $20,000, provided full payment occurs within seven years from execution date per section 44-08-01.1.
