Reorganizes North Dakota game and fish department resident licensing requirements into six categorical subdivisions based on applicant eligibility.

Requires residents aged 18 and older to submit a valid North Dakota driver's license number or nondriver photo identification number before receiving a license.

Prohibits individuals aged 18 and older who claim bona fide residency intention from obtaining a resident license unless they produce state identification and submit an affidavit of a bona fide resident; disqualifies applicants maintaining valid hunting or fishing licenses from other states or countries unless the license is a lifetime license.

Exempts nonresident full-time students at state, private, or tribal institutions from the affidavit requirement and instead requires a valid student identification number with their application.

Allows members of the United States armed forces stationed outside North Dakota to obtain resident deer hunting licenses without lottery participation upon proof of North Dakota residence and proper identification.

Becomes effective April 1, 2014.
