Creates a new section to North Dakota Century Code chapter 26.1-36 establishing framework for health insurance enrollment periods in the individual market outside health benefit exchanges.

Defines key terms including "adverse selection," "annual open enrollment period," "initial enrollment period" (for 2014 benefit year coverage), "special enrollment period," and "individual health plan."

Authorizes the Insurance Commissioner to adopt rules to mitigate adverse selection and undesirable market effects among individual health plans sold both inside and outside health benefit exchanges.

Permits Commissioner rules to establish requirements for initial enrollment periods, annual open enrollment periods, special enrollment periods, and individuals purchasing coverage during special enrollment periods.

Declares the measure an emergency.
