Amends North Dakota Century Code section 50-24.1-07 to establish the priority order for claims against the estates of deceased medical assistance recipients who were institutionalized or age 55 or older.

Adds a new first claim category for recipient liability expenses applicable to the month of death for nursing home or basic care services.

Establishes eight priority categories for estate claim payments in the following order: recipient liability expenses, funeral expenses (not exceeding $3,000), last illness expenses, estate administration expenses, and claims under chapters 50-01, 50-24.5, 50-06.3, and subsection 4.

Applies to recipients who were residents of nursing facilities, intermediate care facilities for individuals with intellectual disabilities, or other medical institutions where they could not reasonably be expected to return home, or who were 55 years or older when receiving assistance.
