Amends section 54-35-24 of the North Dakota Century Code to extend the expiration date of the Commission on Alternatives to Incarceration from August 1, 2013 to August 1, 2017

Commission composition includes 3 governor-appointed members (one must be a criminal justice academic researcher), the attorney general, 2 chief justice appointees, corrections and human services directors, 2 law enforcement officers, 1 state's attorney, 6 legislative members (3 from house, 3 from senate), and 1 county association representative

Commission shall study sentencing alternatives, mandatory sentences, treatment options, problem-solving courts, home monitoring, and related issues

Commission may request funding for consultant services from the legislative council and must provide findings and recommendations to the governor for inclusion in the biennial executive budget and to legislative management

Non-state employee members receive mileage and expenses; state employees receive regular salary plus mileage and expenses from their agency; legislative members receive compensation and reimbursement at interim committee rates
