Creates a new chapter in North Dakota Century Code establishing a comprehensive emergency cardiovascular medical system administered by the state department of health.

Requires the department to establish standards for system components including a system plan, prehospital emergency medical services, hospital designation criteria, and system registries for quality improvement.

Mandates the department maintain a statewide STEMI (ST-elevation myocardial infarction) heart attack database using the ACTION registry platform or equivalent, with designated receiving centers required to participate.

Establishes an acute cardiovascular emergency medical system of care advisory committee appointed by the state health officer to recommend standards, encourage data sharing among providers, and advise on evidence-based treatment guidelines and quality improvement initiatives.

Provides that program proceedings and records are not subject to subpoena or discovery in civil actions, and clarifies the chapter is not a medical practice guideline and may not restrict hospital services.
