Allows the North Dakota Director of Licenses to renew operator's licenses for individuals who are North Dakota residents but temporarily out of state due to employment.

Permits license renewal for spouses of residents who are out of state due to their spouse's employment with a governmental entity, business organization, the United States armed forces, or foreign service.

Requires the director to develop procedures and requirements for processing renewals under this new provision.
