State board of higher education may authorize campus improvements and building maintenance financed by donations, gifts, grants, and bequests up to $385,000 without legislative approval.

Legislative assembly consent is required for any building construction or campus improvements exceeding $385,000 financed by donations, gifts, grants, and bequests.

During legislative recess, the budget section of legislative management may approve projects exceeding $385,000 with a specific dollar limit for each project, except during the six months before a regular session and three months after session ends.

State agencies and institutions cannot significantly change or expand approved public improvement projects beyond what the legislative assembly approved unless the legislature or budget section grants approval.

Significant changes include building additions, skywalks, or enclosed walkways that increase building area, but exclude construction of building entrances and stairwells; budget section cannot approve changes during six months before or three months after regular sessions except for unforeseen emergencies.
