Amends North Dakota Century Code section 50-24.1-32 to recognize physician assistants and advanced registered nurse practitioners as primary care providers under the medical assistance program.

Grants physician assistants and advanced registered nurse practitioners the same rights and responsibilities as primary care physicians within the medical assistance program.

Requires that care provided by physician assistants or advanced registered nurse practitioners must remain within the scope of their respective licenses.

Becomes effective upon certification by the director of the department of human services to the secretary of state and legislative council that the medicaid management information system implementation is complete.

Passed with bipartisan support: House vote 91-0 (3 absent), Senate vote 47-0.
