Allows the Department of Veterans Affairs to certify surviving family members of deceased armed forces members who died on active duty during military conflict as eligible for distinctive gold star license plates bearing a gold star emblem and "GS" designation.

Gold star plate initial fee is $15, with $10 deposited in the highway tax distribution fund and $5 in the veterans' cemetery maintenance fund; annual surcharge of $10 paid to the adjutant general.

Eligible survivors of gold star plate holders cannot have their eligibility removed once declared, and assigned plate numbers cannot be reassigned to other eligible persons.

Exempts no more than two motor vehicles owned by disabled veterans (100 percent service-connected disability) and former prisoners of war from vehicle registration fees, with a $5 distinctive license plate fee.

Surviving spouses of former prisoners of war who have not remarried retain the vehicle registration exemption for one vehicle.
