Commission shall develop and maintain a comprehensive water development plan on a biennial basis organized by river basin perspective, including inventory of future water projects for budgeting and planning purposes.

Commission shall develop a policy outlining procedures for commissioner-hosted meetings within six drainage basins: Red River, James River, Mouse River, upper Missouri River, lower Missouri River, and Devils Lake.

Policy shall facilitate local project sponsor participation and project prioritization, and assist in cost-benefit analysis for projects expected to cost more than $500,000.

Legislative management shall conduct a study during the 2013-2014 interim to evaluate current water project prioritization processes for effectiveness in determining high-priority projects for state water commission funding.

Legislative management shall report findings, recommendations, and any required implementing legislation to the 64th legislative assembly.
