Creates a new procedure allowing tow truck businesses to take possession of abandoned vehicles from private property with written authorization from the property owner or lessee and sell the vehicles while keeping the proceeds after a 90-day holding period.

Requires tow truck businesses to obtain written acceptance from local law enforcement (city police or sheriff) before using this procedure and to follow existing abandonment procedures in sections 39-26-06 and 39-26-07.

Mandates the property owner or lessee sign a department-provided form documenting that the vehicle was left without permission, including vehicle owner information, duration on property, and any parking agreements or posted signage.

Authorizes governmental units to delegate abandoned vehicle removal on public property to tow truck businesses, allowing the business to retain sale proceeds after expenses and a 90-day period.

Requires tow truck operators to furnish the department with a surety bond, cash bond, or letter of credit of at least $100,000 to guarantee payment to owners or lienholders not informed of vehicle sales or destruction.
