Amends North Dakota Century Code section 15-10-18.3 to provide free tuition and fee charges for eligible dependents of disabled veterans at North Dakota state institutions of higher education.

Requires dependents to earn a bachelor's degree or certificate of completion within a forty-five-month or ten-semester period or equivalent to receive free tuition and fee benefits.

Excludes aviation flight charges and expenses from covered tuition and fee costs.

Protects qualified dependents from losing benefits due to return of a prisoner of war, return of a missing individual, or if the veteran had a one hundred percent service-connected disability at time of death.
