Amends pre-need funeral contract deposit requirements to allow purchasers to designate a portion of funds as irrevocable, up to the medical assistance asset exclusion limit plus the three thousand dollar asset limitation amount the purchaser designates for funeral expenses.

Provides purchasers with a forty-five day cancellation period for the irrevocable portion of pre-need funeral service contracts.

Increases the medical assistance exclusion for pre-need funeral service contracts, prepayments, and deposits from an unspecified amount to six thousand dollars total per applicant or recipient.

Allows applicants or recipients to additionally designate all or a portion of the three thousand dollar asset limitation specifically for funeral pre-need contracts.

Specifies that any unused funeral funds must be returned to the medical assistance recipient's estate and subjects the estate to department recovery claims.
