School districts receive supplemental state aid if September 10 enrollment exceeds average daily membership (from previous June 30) by more than 25 students, with the first 25 students excluded from payment calculation.

Superintendent of public instruction calculates supplemental payments using standard chapter 15.1-27 provisions, excluding student weighting factors and school district size weighting factors.

Supplemental payments distribute to eligible districts at the same time and manner as other state aid payments.

If September 10 enrollment exceeds the ensuing June 30 average daily membership, the superintendent subtracts the difference (less 25 students) from the following year's state aid; if enrollment falls below the ensuing June 30 membership, the superintendent adds that difference to the following year's state aid.

School districts cannot receive less state aid than the amount they were entitled to based on the previous June 30 average daily membership.
