Amends North Dakota Century Code section 16.1-07-08 regarding delivery of absent voters' ballots, with exceptions for covered voters as defined in section 16.1-07-18.

Requires county auditors, city auditors, or school district business managers to send or personally deliver official ballots no earlier than twenty days before an election upon receipt of a properly completed application.

Prohibits ballot delivery agents from being candidates on that voter's ballot and requires agents to provide signed written authorization from the applicant before receiving a ballot.

Restricts agents from receiving compensation for ballot delivery services and limits each agent to serving no more than four electors per election.

Clarifies that voters cannot require political subdivisions to pay return postage for absentee ballots.
