Amends North Dakota Century Code chapter 43-51 to establish licensure procedures for military spouses in regulated occupations and professions.

Defines "military spouse" as a foreign practitioner who is the spouse of a U.S. armed forces member stationed in North Dakota per military orders or before temporary assignment outside the state.

Requires licensing boards to adopt rules granting case-by-case exceptions for military spouses who demonstrate at least 2 years of experience in the preceding 4 years and pay required fees, if the exception does not substantially increase public harm risk.

Allows boards to issue provisional licenses or temporary permits to military spouses with unmet requirements while they work toward satisfying those requirements.

Exempts the state board of accountancy, electrical board, real estate appraisers board, real estate commission, secretary of state (contractor licensing), medical examiners board, and dental examiners board from the mandatory provisions, though some may voluntarily participate.
