Amends North Dakota Century Code section 23-15-01 to expand the periods when retail businesses with licenses may sell fireworks to individuals at least 12 years old to include June 27 through July 5 and December 26 through January 1.

Permits sale of ten categories of consumer fireworks including star lights, helicopter flyers, fountains, wheels, illuminating torches, sparklers, comets or shells, soft shell firecrackers, and whistles, each with specific weight and dimension restrictions.

Restricts bottle rockets (skyrocket star lights) to minimum dimensions of five-eighths inch outside diameter and three and one-half inches length.

Passed the House with 82 yeas and 7 nays, and the Senate with 24 yeas and 23 nays.
