Appropriates $13,600,000 from the general fund to the superintendent of public instruction for rapid enrollment growth grants to school districts for the biennium July 1, 2013 through June 30, 2015.

School districts are eligible if their September 10th enrollment report shows at least 20 more students than average daily membership AND represents at least a 4 percent increase in students.

Grant amounts are calculated by determining the actual percentage increase, subtracting 2.0 percent, multiplying the resulting student count by $3,900.

Superintendent of public instruction may not expend more than $6,800,000 during the first year of the biennium; if appropriation is insufficient, payments shall be prorated based on each district's percentage of total entitlement.

School districts precluded from receiving state aid under section 15.1-27-35.3 are ineligible for these grants.
