Adds driving without liability insurance to the list of offenses that cannot use expedited traffic violation procedures under sections 39-06.1-02 and 39-06.1-03.

Establishes demerit point penalties for driving without liability insurance: 6 points for a first violation, 12 points if a previous violation occurred within 18 months, and 14 points if the violation was discovered during an accident investigation where the driver is the vehicle owner.

Modifies section 39-08-20 to classify driving without liability insurance as an infraction rather than a class B misdemeanor, with a minimum fine of $150 that cannot be suspended.

Requires courts to order impoundment of vehicle license plates for second or subsequent violations within a three-year period, with a $20 fee, and mandates a 20-day grace period to provide proof of insurance (reduced to 3 business days during accident investigations).

Requires convicted violators to provide proof of liability insurance to the department for three years and to obtain a duplicate operator's license with insurance notation at a $50 fee.
